Publishing a job

Anyone can publish a job from the Publish page or with publishJob. The builder earns 10% of the price of every task of the job that settles in agreement, and can change the price with setJobPrice or pause orders with pauseJob. A builder cannot touch stakes, answers or payments.
Writing the spec
- The input format, with a size limit, and how its hash is computed.
- Exactly what a rig runs on it, with every source and parameter fixed, so two careful rigs reach the same answer.
- How the answer is written in 32 bytes, and for NUMERIC jobs the scale and a tolerance that covers normal noise between sources.
- A slash that makes a careless answer cost more than the task pays, without scaring rigs away.
A new job takes orders as soon as it has as many active rigs as its quorum. Rigs run the jobs their runner supports: rig.mjs supports the launch jobs and any job whose spec names one of their runners.
