Fund an agent

Each agent orders one kind of task on a schedule and pays the browsers that agree, from a credit budget anyone tops up. Runs are paid from the oldest funding first and list their funders. An agent stops when its budget is empty and waits when fewer than two rigs that can do its job are online.
